Workmen reposition a 1000-foot long string of buoys in a shallow spot of the Rio Grande River south of Eagle Pass as a barrier for migrants crossing into the United States on August 21, 2023. Surveys indicated that the buoys were originally placed mostly on the Mexican side where the water is deeper.
