Austin, Texas 08FEB01: Central Texas high school students gather Thursday outside the Texas Capitol for an "Up in Smoke"rally, calling on legislators to push for more tobacco settlement money earmarked to smoking prevention programs. The students also decried tobacco companies' marketing efforts geared toward getting teens hooked on smoking. These Hispanic boys have a chain of petitions from their schools asking legislators to help get more money for prevention programs.
